Campus Safety and Security Report

Publication and Availability: 

Quincy University will announce to students, staff, and faculty on or before October 1st of each year that the campus safety and security report and the fire safety report, as required by the Clery Act through the U.S. Department of Education, are completed and available for viewing. The report will be accessible via the University website or in printed form upon request from the Director of Safety and Security. The Director of Safety and Security is responsible for compiling this report annually.

Information for Prospective Students and Employees: 

Prospective students and employees will receive information about the availability of the safety and security report, a description of its content, and the opportunity to request a copy. This information is included in the admissions application materials for prospective students.

Reporting Incidents: 

The University encourages prompt reporting of events that could impact community safety and security. For events that have occurred and are not in progress, reports should be made to the Security office in person (First Floor, Friar’s Hall East) or by calling the campus security officer on duty at 217-228-5600. For events in progress that require emergency response, please call 9-1-1 directly. Criminal events may involve coordination with law enforcement authorities. The Director of Safety and Security will be immediately notified of such incidents.

Timely Warnings: 

The Director of Safety and Security will look over the reported events and assess the need for timely warnings to the community in consultation with the Vice President of Student Development. Warnings may be issued via the campus emergency notification system, email, or other appropriate methods.

Response to Calls for Service: 

Security officers will respond to calls for service promptly. If multiple calls are received, officers will prioritize responses based on life-threatening situations, risk of physical harm, and property damage.

Security Officer Authority: 

University security officers are non-sworn employees and do not have official law enforcement authority. Officers are encouraged to build positive working relationships with law enforcement personnel. The Director of Safety and Security communicates with local, county, state, and federal law enforcement agencies to monitor students involved in off-campus criminal behavior, as required by the Student Handbook.

Facility Access: 

The Security department manages the daily opening and closing of campus facilities. After-hours student access is handled by on-duty security officers and reviewed on a case-by-case basis. Facility employees have access to buildings as necessary for their duties and will be vetted before employment. The Director of Facilities determines access for facility employees in consultation with the Director of Safety and Security.

Safety Education Program: 

The Director of Safety and Security will present an annual safety procedures program for students and employees, ideally at the start of the fall semester. This program will focus on safety procedures, crime prevention, and personal and community security strategies. It will include information on Illinois state laws regarding alcohol and drug use and resources for drug or alcohol abuse education and counseling through the University Counseling Center. Sexual Assault Investigation: 

The Security Department collaborates with Counseling Services in sexual assault cases. School and community resources are available to support students who are victims of sexual assault. All such incidents will be investigated thoroughly. Security officers should be mindful of the date, time, and location of the assault, as well as any evidence and potential witnesses. Students found responsible for sexual assault may face legal consequences and University conduct violations.

Conduct Hearings and Victim Notification: 

Procedures for conduct hearings will be strictly followed. The University will disclose the results of disciplinary proceedings related to crimes of violence or nonforcible sex offenses to the alleged victim upon written request.

Missing Student Investigation: 

Upon learning of the missing student, the Security Department will immediately investigate. Rapid investigation enhances the likelihood of resolution. In cases involving potential foul play or endangerment, police authorities will be contacted immediately. The Director of Safety and Security will be informed as soon as practical.

Daily Crime and Fire Log: 

The Security Department maintains a “Daily Crime and Fire Log” within the University’s report writing system. This log documents crimes, fires, or significant events, including the nature, date, time, location, and investigation disposition if known. The report writing system is accessible to all security officers and selected Student Development staff. Events not meeting reporting criteria but of operational importance may be emailed to the Director of Safety and Security, the Vice President of Student Development, and the Director of Housing Operations. A summary of the crime log will be available to the public upon request, with the University reserving the right to redact information that would violate federal confidentiality requirements related to students and their records.
